Development of a GIS Application for Land Valuation and Fee Collection in Mongolia

Abstract
One source of reliable state income is tax and fee imposed on land and real property. The value of land and property is widely accepted as an assessment base for taxation and fees. But this requires much data about the property, which can be added to the basic data of cadastral system.
For the past several years the “Land management and Fiscal cadastre in Mongolia” project has supported land management and valuation of real estate initiatives in Mongolia. One of the main objectives of the project is to establish and develop a proper valuation system assessing the property value according to the market prices which leads to a more reliable and fair land fee and tax collection. In order to achieve this goal, the project is aiming to develop an application called “LandManager”. This system is based on a GIS application because the map view and spatial analysis provide a vital component to automated appraisals.
This presentation provides some background of the “LandManager” application development including GIS activities which have been done in this respect such as establishment of a geodatabase storing basic cadastral data and additional information which are necessary for valuation process and creation of a Web GIS application developed for making some of the information accessible through the local network to the officers etc. Moreover, it includes several examples in order to demonstrate use of the application to the audience.
